On Jan. 6th, 2019, Wang Zhigang, Minister of the Ministry of Science and Technology of the People’s Republic of China (MOST) expressed that MOST encourages and supports private enterprises to participate in major national science and technology tasks, give full play to the characteristics of flexible mechanism and high market sensitivity, promote the transfer and transformation of achievements of universities and research institutes in private enterprises, and accelerate the formation of competitive products with market competitiveness.
Wang said that the private economy is an important part of China's economic development. Encouraging the development of private science and technology enterprises has always been an important part of science and technology workers. At the 12th China Industry-University-Research Cooperation Innovation Conference held on that same day, he also mentioned that the MOST will speed up the construction of a technological innovation system featuring enterprises as the main body, market orientation and deep integration of industry, education and research, further optimize the innovation and entrepreneurship ecology. Enterprises create a fair competition innovation environment and market environment for private enterprises.
At the same time, the MOST will support private enterprises to increase their investment in science and technology, make full use of various policies, adopt early capital investment, later subsidies and others to support to support private enterprises in pre-competitive technology research and development, and encourage competent private enterprises to explore frontier areas. The MOST will improve the science and technology finance system, strengthen financial support for private science and technology enterprises in their innovation and entrepreneurship growth, and ease the financing difficulties and expensive financing that high-growth enterprises may face.
In addition, the MOST will also strengthen the training of innovative talents in private enterprises, smooth the flow of talents from universities and research institutes to private high-tech enterprises, so that outstanding scientific and technological talents can be retained in private enterprises. The MOST will study policies and measures to support the training of technical personnel in small and medium-sized scientific and technological enterprises, encourage more scientific and technological personnel to bring scientific and technological achievements to the market, and cultivate more new technology clusters and industrial growth points.
